2025-2027 Tribal Master Plan Project

Project Overview

A tribal master plan is a comprehensive and strategic roadmap that outlines the collective vision, goals, and priorities for the development and enhancement of a tribal community. It serves as a guiding document that addresses various aspects of community life, including land use, infrastructure, economic development, social services, cultural preservation, and environmental stewardship. The tribal master plan is collaboratively developed with input from community members, tribal leaders, and stakeholders to ensure that it reflects the unique values, needs, and aspirations of the tribal community. It provides a framework for decision-making, resource allocation, and long-term planning to promote sustainable growth, prosperity, and well-being for present and future generations of tribal members.

Vision

Our vision is to create a vibrant and inclusive community that evolves with the needs and aspirations of our residents. As our districts experience significant growth, it is imperative that our community development plans adapt to accommodate the increasing demand for services and infrastructure, including additional housing and commercial buildings. This growth impacts every facet of our community, from social and health services to public safety and infrastructure requirements. By developing a tribal master plan, we empower our community members to shape the future of our community for generations to come. These plans ensure that our voices are heard and also position us to secure additional funding to support the continued growth and prosperity of our community.

Planning Process

The life of the project will be 36 months from 2025 to 2027. In the first twelve months the planning team will interview stakeholders and conduct community meetings, conduct existing conditions reports and develop the visions goals and objectives of the master plan. In 2026, the Master Plan will begin to be drafted utilizing input from meetings with community members, tribal leadership and tribal members. In 2027, the plan will be completed and a final community meeting will be held.

The development of our Tribal Master Plan will be led by the Tribal Master Plan Committee and the Red Lake Economic Development Department. Technical support is being provided by Minnesota Housing Partnership to assist in the planning process. Over the 36-month project, community-focused strategies will be prioritized. The planning team is committed to incorporating input directly from community members and tribal leadership, as well as insights from industry experts. The final draft will authentically reflect the voices of our community, addressing current needs while laying a foundation for future prosperity.
